Focus and Scope
Al-Muqārana: Journal of Comparative Islamic Law provides a scholarly forum for academics, researchers, legal practitioners, judges, policymakers, Islamic scholars, and postgraduate students to publish original research and conceptual studies in the fields of Islamic law, comparative jurisprudence, legal pluralism, and contemporary legal developments within Muslim and non-Muslim jurisdictions.
The journal welcomes interdisciplinary, comparative, normative, doctrinal, socio-legal, historical, and empirical studies related to:

Submitted manuscripts must be original, unpublished, and not under consideration by any other journal. All submissions undergo an initial editorial assessment, plagiarism screening, and a rigorous double-blind peer-review process to ensure academic quality, originality, and contribution to the advancement of comparative Islamic legal scholarship.
Peer Review Process
All papers are fully peer-reviewed. We only publish articles that have been reviewed and approved by highly qualified researchers with expertise in a field appropriate (at least two reviewers per article). We used double-blind peer-reviewing process. Detailed information about the flow for the manuscript submission (author) to the acceptance by editor is shown in the following figure.
In short, the steps are:
- Manuscript Submission (by author) (route 1)
- Manuscript Check and Selection (by manager and editors) (route 2). Editors have a right to directly accept, reject, or review. Prior to further processing steps, plagiarism check using Turnitin is applied for each manuscript.
- Manuscript Reviewing Process (by reviewers) (route 3-4)
- Notification of Manuscript Acceptance, Revision, or Rejection (by editor to author based on reviewers comments) (route 5)
- Paper Revision (by author)
- Revision Submission based on Reviewer Suggestion (by author) with the similar flow to point number 1. (route 1)
- If the reviewer seems to be satisfied with revision, notification for acceptance (by editor). (route 6)
- Galley proof and publishing process (route 7 and 8)
The steps point number 1 to 5 are considered as 1 round of the peer-reviewing process (see the grey area in the figure). The editor or editorial board considers the feedback provided by the peer reviewers and arrives at a decision. The following are the most common decisions:
- Accepted, as it is. The journal will publish the paper in its original form;
- Accepted by Minor Revisions, the journal will publish the paper and asks the author to make small corrections (let authors revised with stipulated time);
- Accepted by Major Revisions, the journal will publish the paper provided the authors make the changes suggested by the reviewers and/or editors (let authors revised with stipulated time);
- Resubmit (conditional rejection), the journal is willing to reconsider the paper in another round of decision making after the authors make major changes;
- Rejected (outright rejection), the journal will not publish the paper or reconsider it even if the authors make major revisions.
Publication Frequency
Al-Muqārana: Journal of Comparative Islamic Law is a peer-reviewed academic journal published by PT Adikara Cipta Aksa. The journal serves as a platform for the publication of high-quality research articles and conceptual studies in the fields of Islamic law, comparative Islamic jurisprudence, legal pluralism, Islamic legal institutions, and contemporary issues in Islamic legal studies. Al-Muqārana promotes interdisciplinary, comparative, normative, empirical, and socio-legal scholarship that contributes to the advancement of Islamic legal thought and its interaction with modern legal systems at national, regional, and international levels.
Al-Muqārana: Journal of Comparative Islamic Law is published twice a year, in June and December.
Open Access Policy
This journal provides immediate open access to its content on the principle that making research freely available to the public supports a greater global exchange of knowledge.

All articles published in Al-Muqārana: Journal of Comparative Islamic Law are licensed under the Creative Commons Attribution-NonCommercial-ShareAlike 4.0 International License (CC BY-NC-SA 4.0), which permits users to read, download, copy, distribute, share, reproduce, and adapt the published material for non-commercial purposes, provided that appropriate credit is given to the original author(s) and source of publication, and that any derivative works are distributed under the same license. Authors retain the copyright of their published works while granting the journal and its publisher, PT Adikara Cipta Aksa, a non-exclusive right to publish, distribute, archive, preserve, and make the articles available in both electronic and printed formats, thereby supporting the principles of open-access scholarship and the broad dissemination of knowledge in the field of comparative Islamic law.

Al-Muqārana: Journal of Comparative Islamic Law adopts a fully open-access publishing model and does not charge any fees to authors or readers.

Al-Muqārana: Journal of Comparative Islamic Law does not impose any article processing charges, publication fees, editorial handling fees, or page charges. All accepted articles are published free of charge.
Reader Access
All published articles are freely accessible worldwide. Researchers, practitioners, policymakers, libraries, and the general public may read, download, copy, and distribute the full text of articles without subscription fees or access restrictions.
Plagiarism Policy
Al-Muqārana: Journal of Comparative Islamic Law maintains a strict policy against plagiarism and all forms of academic misconduct.
Authors must ensure that:
- Submitted manuscripts are original works;
- All sources, quotations, and ideas derived from other works are properly cited;
- The manuscript is not simultaneously submitted to another journal;
- Proper acknowledgment is given to all sources that have contributed to the research.
Similarity Checking Process
All submissions undergo plagiarism screening through both manual and software-assisted review.
The process includes:
- Editorial assessment of citations, quotations, references, and originality;
- Similarity checking using plagiarism detection software such as Turnitin or equivalent systems;
- Evaluation of similarity reports by the editorial team.
Manuscripts showing excessive similarity, plagiarism, self-plagiarism, fabricated citations, or other unethical practices may be rejected immediately.
As a general guideline, the journal expects a similarity index of no more than 20%, excluding references, quotations, and standard legal terminology.
Archiving Policy
Al-Muqārana: Journal of Comparative Islamic Law is committed to the long-term preservation and permanent accessibility of its published scholarly content. The journal recognizes the importance of safeguarding the scholarly record for future generations of researchers, legal practitioners, and policymakers.
1. Publisher's Digital Archive
All published content is securely preserved on the journal's primary servers maintained by PT Adikara Cipta Aksa. Regular backups and security procedures are implemented to ensure data integrity and long-term availability.
2. PKP Preservation Network (PKP PN)
State Law Review utilizes the PKP Preservation Network (PKP PN) to preserve digital content. Through this distributed preservation infrastructure, published articles remain accessible even in the event of technical disruptions or website discontinuation.
3. Repository Preservation
Published articles may be archived and indexed through recognized scholarly repositories and indexing services, including:
- Garuda (Garba Rujukan Digital);
- Google Scholar;
- Dimensions;
- Crossref;
- Other relevant scholarly databases.
4. Author Self-Archiving
Authors are encouraged to deposit the final published version of their articles in institutional repositories, personal academic websites, and non-commercial repositories.
Authors should include:
- Complete bibliographic information;
- DOI information;
- A link to the original publication in State Law Review.
5. Perpetual Access
Should Al-Muqārana: Journal of Comparative Islamic Law cease publication in the future, PT Adikara Cipta Aksa remains committed to ensuring permanent public access to all previously published content through preservation networks and institutional archives.
Retraction, Withdrawal, and Correction Policy
Policy Statement
Al-Muqārana: Journal of Comparative Islamic Law is committed to maintaining the integrity, accuracy, and reliability of the scholarly record. When necessary, the journal may issue corrections, withdrawals, retractions, or other notices to preserve publication ethics and public trust.
All actions will be conducted in accordance with the principles of the Committee on Publication Ethics (COPE).
Article Retraction
An article may be retracted when significant violations of publication ethics are identified, including:
- Plagiarism;
- Self-plagiarism;
- Duplicate publication;
- Fabricated or falsified data;
- False authorship claims;
- Serious ethical misconduct;
- Significant errors affecting the reliability of the research.
When an article is retracted:
- A formal Retraction Notice will be published;
- The original article will remain accessible for scholarly transparency;
- The PDF version will be clearly marked as "Retracted";
- Readers will be informed of the reason for retraction.
Retraction Procedure
- Allegations are submitted to the Editor-in-Chief.
- The editorial team conducts an investigation following COPE guidelines.
- Authors are given an opportunity to respond.
- The Editorial Board reviews the findings.
- A final decision is issued.
- If necessary, the author's institution or relevant authorities may be notified.
- A Retraction Notice is published in the journal.
Article Withdrawal
Withdrawal may occur before publication when:
- The manuscript was submitted in error;
- Duplicate submission is discovered;
- Ethical concerns are identified;
- Authors request withdrawal for valid reasons.
Requests for withdrawal must be submitted in writing to the editorial office.
Article Correction
Al-Muqārana: Journal of Comparative Islamic Law may publish corrections when:
- Minor errors affect the interpretation of the article;
- Author information is inaccurate;
- Important information requires clarification;
- Publishing errors are identified.
Corrections may take the form of:
Publisher Correction (Erratum)
Issued when the error originates from the publisher or production process.
Author Correction (Corrigendum)
Issued when the error originates from the author(s).
Addendum
Issued when additional information is required to clarify or supplement the published work.
Article Removal
In exceptional circumstances, an article may be removed if it:
- Violates applicable laws;
- Contains defamatory content;
- Infringes intellectual property rights;
- Is subject to a court order;
- Creates serious legal or security concerns.
In such cases, article metadata will remain available, while the content will be replaced with a removal notice.
Article Replacement
If a published article contains serious errors that may affect public understanding or scholarly use, authors may request replacement with a corrected version.
A replacement notice will be published together with a clear record of the changes made to the original article.
